Laws, Rules, and Edicts Enacted by the Second Council

This page is ran by the Second Council of Brightshore - questions should be directed to them. However, if you see something that is improper for our family-friendly game, please contact a DM.

Laws are formally passed by the Council on vote and affect all of Brightshore.
Rules and Edicts are specific to the portfolio of a Councilmember and are narrower in scope.
Enacted policy will state policy type(s), author, creation date, and last update if applicable.


Role and Standards changes of the Second Council

Brightshore Council Role Change
1.) Marshal portfolio was added to the Arbiter portfolio.
2.) Consul position was created for purposes of foreign policy and relations.
3.) Yeoman was rebranded as Registrar (This is subject to change).

Council Member Affiliation Standards
1.) Council members can associate/work with any entity/individual so long as no conflicts of interest impacts their job performance.
2.) Council members cannot use council funding to benefit their private interests.
3.) Council members cannot abuse their position to knowingly and actively influence their private interests.
4.) If there is a perceived discrepancy it will be judged and enforced by the remaining five democratically elected council members.

Council Arbitration Standards
1.) At meetings, council members will go over their proposed or enacted changes for their portfolio.
2.) Fellow council members will listen to proposals and give a vote of Yes, No, or Abstain.
3.) The chancellor's vote will only be counted in times of indecision/tie.
4.) At times of emergency or necessity it is acceptable for a council member to just make a call and have it revisited afterwards.
5.) A matter determined as trivial can also be enacted without a vote. This can be challenged after the fact.

Brightshore Foreign Policy

On the Authority of the Second Council of Brightshore
The City-State Hereby Establishes the Following as its Foreign Policy:

  • It is the policy of the city of Brightshore to, absent clear and present danger posed to its populace or obvious moral atrocity, extend all societies the opportunity for friendship and trade in good faith. Adventurers who choose aggression towards foreign powers without authorization will be called to justify their actions and be held accountable for them.
  • The government of Brightshore shall attempt, as much as possible, to resolve differences with its neighbors through civil discourse and merchantile exchange, resorting to force of arms only as a last resort in the face of aggression or in response to moral atrocity. Such authorizations are the exclusive right of the Council to approve.
  • The government of Brightshore shall not expand its borders by force of arms into territory belonging to another recognized government or people group.
  • The government of Brightshore will hold its citizenry accountable to these tenets while they are present in foreign lands, up to and including criminal prosecution for unprovoked aggression.

Powers and Portfolios of the Second Council

Ordered in reference to creation of position (see original positions of the first council, below).

Chancellor
Non-Voting Leader of the Council, can otherwise break ties.
Presides over council meetings, creates the agenda, and leads the formal address to peoples of Brightshore. Aids all other councilmembers in their duties as required, fills in during their absence, and arbitrates expedited decisions in times of strife.

Archon
Represents the interests of The Four and is the moral compass of the Council. Acts as a voice of the people and our link to the gods. The Archon is the religious leader of the city and will keep us all on the right path.

Arbiter
The Legal council of the city, the law writer, and the final judge. The Arbiter is head of the city guard, responsible for the enforcement of laws, in charge of inner city protection, and the stewards of the gaol. The Arbiter currently delegates maritime abilities to the Harbormaster and hosts weekly open house meetings at the Nicked Rock Tavern. During the first month of the second council, this position took on the portfolio of what was formerly known as the Marshal.

Registrar
Formerly known as the Yeoman. The Reigstrar performs the administrative tasks of the city; including registering deeds and real estate, certifying ships, and ensuring taxes are appropriately collected. They are handling city expansion and lot claims. They can also be asked about trade tariffs, business licenses, guild registry, agriculture, food standards, and various smaller city infractions. This is perhaps the most bureaucratic council role.

Consul
The newest council position to Brightshore, created during the first month of the second council. The Consul handles Brightshore's foreign policy and is empowered to negotiate treaties on behalf of the city. Will hand pick and/or delegate envoy and representative positions to act on our city's behalf and secure our interests with neighboring communities.


Powers and Portfolios of the First Council

Chancellor. Non-voting leader (that can otherwise break ties).

Archon. Representing the interests of the Four and the moral compass of the Council.

Arbiter. Legal council, law writing, and final judge. Not a policing administrator (Delegates maritime abilities to the Harbormaster, currently).

Marshal. Responsible for the enforcement of laws, protection of the city, and stewards of the gaol.

Yeoman. Administrative tasks of the city, including registering deeds and real estate, certifying ships, and ensuring taxes are appropriately collected.

Indomitable. Responsible for the safety of the city from external threats. May also be called upon for significant inner-city matters.
