This charm can be affixed to a Charm Bracelet of Dreamless Spells. It does nothing when not attached to a Charm Bracelet of Dreamless Spells. When it is attached to a bracelet and worn, it adds the following Dreamless spell:

As you hold your hands with thumbs touching and fingers spread, a blast of cold shoots forth from your outstretched fingertips. Each creature in a 15-foot cone must make a Constitution saving throw. A creature takes 3d6 cold damage on a failed save, or half as much damage on a successful one. Up to five gallons of water in the area of the spell that is not being held or carried by a creature freezes.
At Higher Levels: When you cast this spell using a spell slot of 2nd level or higher, the damage increases by 1d6 for each slot level above 1st.
