Avismere

Avismere is a haven for all types of those who elude maritime law, pirates, privateers, and the whole lot. The city, and the island, is ran by a basic code - no killing, no stealing, every captain is king of his ship, and everyone defends the code. To violate the code is to invite yourself to be drown. Everyone on Avismere is likely carrying a weapon, but even duels have to be held on ships.
Unlike Prevalen, there's no real quarters or sections of this pirate city. Instead, the dominate race of sea elves manage what little administration there is.
